Employment and Skills Plan

Portsmouth City Council prides itself on being at the cutting edge of Employment and Skills Plans within the Solent area. Our Council Plan and Economic Growth Plan both recognise the need to improve skills and access to jobs for people in the city, and requesting employment and skills plans from all major new development is one way of achieving this. Requiring the developer and contractors (and sub-contractors) to enter into a legal agreement with the local authority to prepare and implement an Employment and Skills Plan (as part of the Section 106 Agreement) means that major developments in the city will bring opportunities for local residents in addition to the jobs they create.

The Achieving Employment and Skills Plans supplementary planning document (SPD) was adopted on 26 July 2013 and sets out why employment and skills plans are needed, what would go into such a plan, what type and size of developments this would apply to and the process involved in preparing and implementing a plan. Employment and Skills plans secure commitment between the Council and the Developer to provide key employment and training opportunities not just during construction, but when these developments are handed over to their end-users. This opportunities could be in the form of:

  • Jobs created for Portsmouth residents
  • Graduate Placement
  • Work experience for those in and out of education
  • Information and Advice event
