Location: Tipner & Horsea Island are large prominent gateway sites at the entrance to Portsmouth.  Tipner borders the M275 motorway with water frontage onto both Portsmouth Harbour and Tipner Lake.  Horsea Island is located north of Tipner, across the Harbour.

Overview: The redevelopment of Tipner  & Horsea Island has been split into two areas, referred to as Tipner East and Tipner West & Horsea Island.

Construction of a new motorway junction and park and ride facility was completed on time and within budget and opened in April 2014. The new junction has improved access to the east of Tipner and opens up the western side of the M275 for development.

Through the Government's City Deal programme, Portsmouth City Council has secured £48.75m to help enable development of Tipner West & Horsea Island (including a new bridge access to Horsea Island).  The City Deal includes the transfer of MoD land at Tipner Firing Range and part of Horsea Island to the city council for development.

Regeneration of these brownfield sites will bring major benefits to Portsmouth, notably the clean-up of former industrial land, the create of new open spaces, parks and waterside walks, as well as much needed homes and employment space.  In addition a park and ride facility will help free up the road network and encourage sustainable transport.

Portsmouth City Council is working with other landowners, including the Homes & Communities Agency (HCA) and the Tipner Regeneration Company (TRC) to transform these derelict sites into a thriving new community and gateway for the city.

TRC and the HCA own land on the east side of the M275 (Tipner East) and currently have conditional outline planning permission to build just over 600 homes.  HCA's land has been remediated and house building is expected to commence in 2015 together with land remediation of the TRC land.

Outline planning permission (and detailed permission for land remediation) has been granted for new homes to be built at Tipner East.  An outline planning application for Tipner West & Horsea Island is anticipated in 2016.
